Wastewater Local Improvement District (LID) General and Specific Benefit Study

The City of Ferndale is seeking a certified real estate appraiser to complete a two-stage special benefit study for a proposed Local Improvement District (LID) extending wastewater service to the Grandview Area in north Ferndale.

The services shall be in two stages – the first phase being a general special benefit appraisal to determine the overall financial feasibility of extending the utility to the area and the benefited property areas ability to support the cost of the project.

The second phase would be an individual property specific benefit appraisal analysis to determine the benefit area preliminary assessments. Financial feasibility in the first phase will determine if the second phase is warranted. The City has completed the preliminary design for the Grandview Sewer Extension, North Malloy Avenue to Portal Way.

Please submit the following information:

  1. Overall experience and qualifications in completing LID appraisals as well as specific experience related to wastwater extension LID appraisals
  2. Planned schedule, milestones, project team and anticipated completion date

The City will rank submission on the following criteria:

  1. Project understanding
  2. Experience and qualifications of the firm and project team
  3. LID appraisal experience with similar projects

Announcing the Great Ferndale Midsummer Mystery Jul. 1st-24th

Announcing the Great Ferndale Midsummer Mystery July 1st – 24th

Thanks to a Project Neighborly grant from the Whatcom Community Foundation, the City of Ferndale is able to host the Great Ferndale Midsummer Mystery, a city-wide scavenger hunt from July 1st -24th. Similar to the Great Ferndale Treasure Hunt last year, this adventure encourages residents to meet their neighbors, explore their city and solve the mystery of who stole the spirit of Ferndale!

To participate, grab a scorecard which can be downloaded by clicking here, or found at City Hall or at Food Truck Fridays (June 1st and July 6th) at Star Park. The scorecard keeps track of the clues found and the points earned.

Clues will be distributed through the City’s facebook page (found here), twitter account (found here) and posted at City Hall, the Ferndale Library and the Ferndale Visitor Center. The first clue will be released Sat. July 1st, and then after that it is every Tuesday and Friday until July 20th.

All participants will receive a prize, but the 1st, 2nd and 3rd place winners will also receive a cash prize, 4th-6th place winners will receive gift certificates and everyone who participates will feel a sense of accomplishment and fun.

Music in the Park with the Penny Stinkers June 30th, 6pm

Join us for a free, all ages concert June 30th at 6pm. Jump, dance, hoot and holler at the stage in Pioneer Park with Penny Stinkers. Food trucks will be on hand to sell food, gates open at 5:30pm.

The Penny Stinkers began as a folksy “busking” band; through the last decade it has grown into a unique, high-energy party band playing the latest in musical genres including thier own hard-charging originals. The group’s robust vocals, in combination with its multi-faceted guitar and rhythm styles, serve to attract an enthusiastic following wherever the band performs. Above all, the Penny Stinkers is a dance band, one that gets people on their feet and dancing with many dedicated followers who try not to ever miss a performance! The City offers a 30% or 15% discount on water, sewer, and storm drain utilities to qualifying low-income residents. This discount is available to both homeowners and renters.

Please note that the discount:

  • Cannot be applied retroactively to past bills
  • Eligibility must be verified annually
  • Will only apply to properties that are considered single family with individual utility bills

Traffic Impacts at Vista and Malloy Roundabout June 21st-22nd, 4am-11am

With school out for the year, it is time to install fresh pavement markings at the Vista/Malloy roundabout. Public Works crews will be on site this Thursday and Friday morning from 4am-11am working on the intersection.

Closures and detours will be put in place to keep vehicles moving and maintain safety for our crew however drivers are advised to utilize alternate routes if possible.

PUBLIC HEARING: Skyview Ridge Street Vacation Ordinance

In the early 2000’s, two subdivisions were being developed, South Douglas Division 1 and Skyview Ridge. The City required realignment of the intersection of Douglas and Church as a condition of development in order to improve driver safety. The property to be vacated is indicated on the preliminary plat, which was approved by the City Council at the time the proposals were originally presented. Denial of the vacation would result in the loss of one buildable lot and would make it difficult to meet the current zoning density requirements.

Councilmember Watson moved, and Councilmember G. Hansen seconded, to approve the agenda bill. MOTION CARRIED 7-0.

ORDINANCE: Acquisition of 2076 Washington Street

The City is proposing to purchase the house at 2076 Washington Street in order to make room for a future roundabout. If the purchase is unsuccessful, this ordinance provides the City with the authority to take the property by eminent domain. It also allows the seller to forego the real estate excise tax payment, which served as an incentive for him to sell the property to the City. The two adjoining houses have recently been purchased by the City, and 2076 Washington is the final property that needs to be acquired to assure room for a roundabout.

Councilmember G. Hansen moved, and Councilmember Xczar seconded, to approve the agenda bill. MOTION CARRIED 7-0.

CLOSED RECORD PUBLIC MEETING: Bungalows PUD

The Bungalows Planned Unit Development (PUD) consists of 76 single family lots on two adjacent parcels totaling approximately 25 acres, addressed as 5434 Shields Road and 1385 Smith Way. It is designed as a 55+ adult community and includes open spaces, trails, a green belt, and associated infrastructure. This PUD has received a recommendation of approval from the Hearing Examiner, following a public hearing.

Councilmember Taylor moved, and Councilmember Watson seconded, to approve the agenda bill. MOTION CARRIED 7-0.

DISCUSSION: Downtown Catalyst Incentive Program

This intent of this program is to spur downtown development. A vibrant downtown core represents a broad public purpose by enhancing community identity, by providing goods, services, and shopping opportunities in close proximity to one another, and by maintaining a compact, mixed-use area where residents may live, work, shop, and play. To incentivize downtown development, this program allows the City to waive all administrative, impact, and connection fees for up to three mixed-use development projects that meet certain criteria. City staff is seeking input from the Council as to the specific parameters, and anticipate bringing a formal incentive program for Council’s consideration to a meeting in the near future.
