Water Main Flushing Starting January 15th

City crews will be conducting their annual water main flush starting this week and is anticipated to be completed by early April. Work will typically take place between 7:00 a.m. and 4:00 p.m. on weekdays. Water main flushing cleans the mains of mineral deposits that build up naturally inside pipe walls. This is an important part of maintaining our water infrastructure and provides a cleaner, more reliable water supply to your home or business.

While the flush program is taking place, the City will do everything possible to minimize any negative influence on the water system. It is not uncommon for the flushing activity to cause temporary discoloration of the water. If the water in your residence is discolored, run a cold water tap in the bathtub for a few minutes and this should clear the lines in your house. Water customers should not wash white clothes or use their hot water taps when crews are flushing in their area as mineral deposits may stain white laundry.

City Offices Closed on January 20th

City Offices will be closed on Monday, January 20th, 2025 in observance of Martin Luther King, Jr. Day. City Offices will be open again for regular business hours on Tuesday, January 21st, 2025.

Notice of Traffic Revision and Possible Delays: Tuesday, January 7th, 2025

Ferndale Terrace CLOSED between Shannon Ave and Sherry Pl

Drivers should plan to detour as a short section of Ferndale Terrace, between Shannon Ave and Sherry Pl, will be CLOSED for utility work. This traffic revision is in effect Tuesday, January 7th. The closure hours are from 8:00 AM to 5:00 PM. Residents in the work zone will have access in and out of their homes. This project is expected to take one day.

This traffic revision is for work associated with a private development project.

Invitation to Bid for Ferndale Terrace Project

INVITATION TO BID

FOR

FERNDALE TERRACE PROJECT, CITY PROJECT SW2016-01

NOTICE IS HEREBY GIVEN by CITY OF FERNDALE that sealed bid proposals will be received by the City of Ferndale at Ferndale City Hall, 2095 Main Street, Ferndale, Washington, 98248, (360) 384-4006, until February 5, 2025, at 2:00 PM, and will then and there be opened and publicly read for the Ferndale Terrace Project.

PROJECT DESCRIPTION: This contract provides for improvements of approximately 2,600 linear feet of Ferndale Terrace, from the intersection of Ferndale Terrace and Hendrickson Avenue, then easterly to Vista Drive, in Ferndale Washington.  Work will include clearing, grubbing, grading, roadway excavation, storm sewer drainage improvements, water main installation, sanitary sewer installation, placing gravel base, hot mix asphalt paving, curb and gutters, sidewalks, ADA ramps, and other work, in accordance with the Contract Plans, Special Provisions, the Standard Specifications, and Standard Plans.

Bid Guaranty:  All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ferndale.  All bidders and subcontractors shall have a contractor’s license to work in the State of Washington and a City of Ferndale Business License before starting work.  All work performed on this project will be subject to prevailing state wage rates.

Project Documents:  Electronic versions of the project plans and specifications are available for view and download on the City of Ferndale website at www.cityofferndale.org/ferndaleterrace.  Bidders must request to be added to the planholders list.  Please email the City of Ferndale at public-works@cityofferndale.org to be included.  Only those on the planholders list will be notified when bid-related information, such as addenda, etc., is issued.  Informational copies of maps, plans and specifications are on file for inspection in the Public Works Department at Ferndale City Hall, 2095 Main Street, Ferndale, Washington 98248.

Pre-Bid Conference:  Bidders, prior to submitting a bid, may attend a non-mandatory pre-bid conference with the Project Engineer.  The meeting will start on January 22, 2025, at 2:00 PM in the main conference room at the Ferndale City Hall, located at 2095 Main Street, Ferndale, Washington 98248.  For those who are not available to attend in person, the pre-bid conference will also be broadcast using Microsoft Teams.  Please see our project page for information to join the online meeting.  A jobsite visit may follow upon request.

Request for Qualifications – Attorney Representation for Indigent Defendants (Public Defense)

The City of Ferndale provides publicly funded attorney representation to indigent defendants with a right to counsel at City expense.

The City of Ferndale currently has one Public Defender who fills the position at 100% of a full-time caseload, or approximately 260 cases per year, and is seeking one position at 50% of a full-time caseload, or approximately 130 cases per year, pro-rated based on the contract’s start date.  Alternative divisions of caseload and/or number of positions may be considered in order to achieve 1.5 total positions. The City anticipates that one or both contracts will be extended for multiple years, and that the half-time position may increase over time with overall City case volume.

Annual compensation for a full-time caseload ranges from $120,000 to $150,000 per year, depending on experience.  Half-time contracts are pro-rated based on the percentage of the full-time caseload, beginning at $60,000.  Contractors are responsible for all overhead such as support staff, rent, and other costs of doing business.  If interested, follow the application procedures below.

Minimum Qualifications

A qualified applicant must:

  • Be a licensed member of good standing with the Washington State Bar
  • Meet Washington State Supreme Court Standards for Indigent Defense 14.3
  • Demonstrate a commitment to indigent defense
  • Possess experience or interest in how race, gender, national origin, disability, and class intersect to create disparities for individuals experiencing state intervention in their lives, and a willingness to challenge the City on issues of bias and prejudice.
  • Provide representation with energy, enthusiasm and a commitment to trauma-informed, anti-racist, intersectional, non-judgmental advocacy throughout the case
  • Be responsive to and communicate clearly with clients who are often under great stress

Preferred Qualifications

The City will prefer applicants who:

  • Reside or work in Whatcom County, or have the ability to attend Ferndale Municipal Court in person on Tuesday and Friday mornings.
  • Have the capacity to support additional caseload and compensation to reflect anticipated State caseload limitations.
