NOTICE TO IS HEREBY GIVEN BY THE CITY OF FERNDALE that sealed bids will be received from contractors by the Public Works Director for the Ferndale Water System Emergency Intertie project.  Bids may be hand-delivered to the second floor of City Hall, 2095 Main Street, Ferndale, WA, or mailed to PO Box 936, Ferndale, WA 98248.  Bids will be received until 1:00 PM on August 31, 2022.  All bids shall be received in sealed envelopes with “FERNDALE WATER SYSTEM EMERGENCY INTERTIE” marked plainly thereon.  Said bids will then and there by opened and read aloud.  Bidders and other properly interested parties are invited to be present at the bid opening.

The project involves the installation of 10” – 16” diameter water main, vaults, and appurtenances per the contract documents. Bids received after the time fixed for opening cannot be considered.

Only bids from bidders who have obtained the Contract Documents and have requested to be listed on the Planholders’ List, will be accepted.  Copies of plans and specifications are on file for review at Wilson Engineering LLC, 805 Dupont Street, Bellingham, WA 98225.  Hard copies are available for purchase ($100 non-refundable fee), or may be downloaded from the Wilson Engineering project website at https://wilsonengineering.com/bidding-documents/.

A deposit in the form of a postal money order, cashier’s check, or bond in the amount of 5% of the greatest amount bid must be submitted with each bid proposal.  Should the successful bidder fail to enter into a contract or furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

There will be a non-mandatory, pre-bid meeting for the Project held at 1:00 PM, Monday August 22, 2022, at the project site, 4562 Wynn Rd, Bellingham, WA 98226.

The City shall reject any bid not accompanied by bid security. The City reserves the right to reject any or all bids if such action is in the best interest of the City.  The City of Ferndale is an equal opportunity and affirmative action employer. All work performed on this project will be subject to prevailing state wage rates.  Contractor will be required to obtain a City of Ferndale business license prior to mobilization.

Found Deceased After Deputies Attempt Contact

 

On 7/9/2022, Ferndale Police detectives received information that Todd Andersen, the suspect in the recent homicide on Portal Way, had been located in Northern California. Mr. Andersen allegedly sent an email to a family member the previous evening indicating that he was in the Clear Creek area of Lassen County, California. It was further reported that he had childhood connections to that area.

Lassen County Sheriff’s Office was notified of the possible location of Andersen.  Later in the afternoon, they advised the Ferndale Police Department that they had spotted Andersen.  At approximately 5:20 pm, Lassen County deputies notified the Ferndale Police Department that as deputies attempted to contact Andersen, he took his own life by shooting himself.

Homicide on Portal Way in Ferndale

Today at 12:04 PM, Ferndale Police Officers responded to a report of a shooting at a business in the 6200 block of Portal Way. Upon arrival, law enforcement discovered the victim, 58-year-old Douglas Scoggins, from Ferndale was deceased. Further investigation determined that Mr. Scoggins had been shot multiple times. Probable cause exists to arrest the suspect, 49-year-old Todd. D Andersen for Murder 1st degree.

Mr. Andersen is currently at large and is believed to be driving a rented 2020 Silver Challenger with Oregon plates 553MJM.

The suspect is considered armed and dangerous. Members of the public who have information about Mr. Andersen’s whereabouts are encouraged to contact the Ferndale Police Department by calling 911. This is an active homicide investigation and more details will be released as they become available to the public.

Ferndale Arts Commission Seeks Artists for Vinyl Wrap Project

Vinyl Wrap Example from Bellingham

The Ferndale Arts Commission is seeking designs that can be reproduced as a vinyl wrap and applied to traffic signal boxes throughout the City.

This opportunity is open to amateur and professional artists of all levels, working in any medium, as long as the final artwork can be translated and digitally reproduced on a 2-dimensional vinyl wrap. The project is designed to enhance the public realm by adding works of art by local artists to utilitarian surfaces that are often targeted by vandalism.

The wrapped boxes are intended to enhance neighborhood and community identity, turn ordinary spaces into community landmarks, and promote community dialogue.

The deadline for submissions is 7/31. There is no honorarium for this community engagement project. Artists are welcome to submit more than one design; there is potential for more than one design to be selected from an artist.
