 PUMP STATION 15 DECOMMISSION PROJECT

City Project No. SS2022-01 

NOTICE IS HEREBY GIVEN by CITY OF FERNDALE that sealed bid proposals will be received by the City of Ferndale at Ferndale City Hall, 2095 Main Street, Ferndale, Washington, 98248, (360) 384-4006, until September 21, 2023, at 2:00 PM, and will then and there be opened and publicly read for the Pump Station 15 Decommission Project.

PROJECT DESCRIPTION: This contract provides for the decommissioning of Pump Station 15 (PS 15), dewatering, installation of approximately 650’ of sanitary sewer pipe from the intersection of West Smith Road and Bellaire Drive then westerly along West Smith Road to an existing sanitary sewer manhole located at the intersection of West Smith Road and Saratoga Place.  Work will include decommissioning PS 15; trench excavation; dewatering; sanitary sewer pipe installation; connection to existing sanitary sewer; paving; and other work, in accordance with the Contract Plans, Special Provisions, the Standard Specifications, and Standard Plans.

Bid Guaranty

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ferndale.  All bidders and subcontractors shall have a contractor’s license to work in the State of Washington and a City of Ferndale Business License before starting work. All work performed on this project will be subject to prevailing state wage rates.

Electronic version of the project plans and specifications is available for download on the City of Ferndale website at www.cityofferndale.org/PS15.  If you download the bid documents you are required to contact the City to be added to the planholders’ list.  Informational copies of maps, plans and specifications are on file for inspection in the Ferndale City Hall, 2095 Main Street, Ferndale, Washington 98248.

Pre-Bid Conference

Bidders, prior to submittal of a bid, may attend a pre-bid conference with the Project Engineer.  The meeting will start on September 14, 2023 at 3:30 p.m. at the Ferndale City Hall, 2095 Main Street, Ferndale, Washington 98248.  A jobsite visit may follow upon request.

The City of Ferndale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Press Release – August 15, 2023 Incident at Ferndale Haggen

Robbery 1st Degree

Case # 23F6446

On 08/15/2023, at about 8:25 a.m., Ferndale Police were dispatched to an armed robbery at Haggen Grocery.  Employees advised that after confronting a male who was suspected of stealing alcohol and tools, he displayed a knife before fleeing.

With the assistance of the Whatcom County Sheriff’s Office and the Bellingham Police Department, officers searched the area for the suspect with a K-9 and a drone.  After a search that lasted approximately 2 hours, Officers were able to locate items left behind by the suspect as he fled but were unsuccessful in locating him.

The suspect is described as a Hispanic or Native American male, approximately 5’-8” tall, wearing a camouflage / black shirt, black pants and black sneakers.  He was carrying a backpack with him at the time of the robbery and has several tattoos on his arms.

Law enforcement is clear of the area. The Ferndale Police Department does not believe the suspect to be an imminent threat to the general public at this time.  Surveillance photographs / video of the suspect will be released as they become available.

Special Meeting Notice – July 13, 2023 Planning Commission & City Council Meeting

Notice is hereby given that the Ferndale City Council and Ferndale Planning Commission will hold a special meeting for the purpose of preparing for the City’s required periodic review of the Comprehensive Plan. Under the Growth Management Act (GMA), every county and city in the state is required to conduct a thorough periodic update of its comprehensive plan and/or development regulations that are consistent with, and implement the plan. The GMA requires the city to review its comprehensive plan and development regulations to bring them up to date with any relevant changes in the GMA, recent case law and to respond to changes in land use and population growth.

The meeting will take place on Thursday, July 13, 2023 at the Pioneer Pavilion Community Center, 2007 Cherry Street, Ferndale. The meeting will begin at 6:00 p.m. This is an open public meeting as outlined by the Open Public Meetings Act, and members of the public are invited to attend and observe.
